The Federal Capital Territory Administration (FCTA) has announced that it will begin a major enforcement operation next week against individuals and organisations owing ground rent, land use conversion fees, and statutory land documentation charges such as Right of Occupancy (R-of-O) and Certificate of Occupancy (C-of-O).
The announcement was made in a statement on Thursday by the Senior Special Assistant on Public Communications and Social Media to the FCT Minister, Lere Olayinka, who confirmed that the enforcement exercise will officially commence on Wednesday, November 26, 2025.
According to the administration, several opportunities were previously given to defaulters before resorting to enforcement. The statement noted that on May 26, 2025, after President Bola Tinubu’s intervention, the FCT Minister, Barrister Nyesom Wike, granted a 14-day grace period for all ground rent defaulters to settle their debts with penalties.
It added that public notices were published in national newspapers and online on September 8, 9, and 10, reminding property owners about the reviewed land use/purpose clause and giving them a 30-day window to pay the N5 million violation fee alongside other applicable charges.
The statement further explained that another round of public notices appeared across newspapers, online platforms, television, and radio, granting a final 14-day grace period to defaulters of the land use/purpose clause in Asokoro, Maitama, Garki, and Wuse districts of the Federal Capital City. This was the last opportunity to comply with approved terms for land use change and conversion.
The 14-day grace for ground rent ended on June 9, while the extension for land use conversion lapses on Monday, November 24, paving the way for full enforcement.
Olayinka also warned that the operation will target individuals who purchased properties without updating their ownership documents.
He stated that the enforcement would affect all those who bought properties but failed to obtain the mandatory Minister’s Consent and register their Deeds of Assignment.
