The United States has confirmed that it will limit the issuance of visas to Nigerian citizens starting January 1, 2026, following a new security policy introduced through Presidential Proclamation 10998.

The U.S. Department of State said the directive covers several nonimmigrant visa types, including B-1/B-2 visitor visas, alongside F, M and J visas issued to students and exchange visitors. The policy also extends to most immigrant visa categories, although specific exemptions have been created.

Nigeria is listed among 19 countries affected by the decision. Other countries named include Angola, Antigua and Barbuda, Benin, Burundi, Côte d’Ivoire, Cuba, Dominica, Gabon, The Gambia, Malawi, Mauritania, Senegal, Tanzania, Togo, Tonga, Venezuela, Zambia and Zimbabwe.

The proclamation, titled “Restricting and Limiting the Entry of Foreign Nationals to Protect the Security of the United States,” outlines categories of individuals who will not be affected. These include immigrants from Iran who are ethnic or religious minorities facing persecution, dual citizens applying with passports from countries not on the list, beneficiaries of Special Immigrant Visas tied to U.S. government service, participants in certain major international sporting events, and lawful permanent residents.

U.S. officials explained that the restriction applies only to foreign nationals who are outside the United States on the effective date and who do not hold a valid visa by January 1, 2026. Visas issued before that date will remain valid, and none will be withdrawn under the proclamation.

The State Department added that applicants from the affected countries may still submit visa applications and attend interviews, but they could be ruled ineligible for visa issuance or entry into the United States under the new policy.
